As your Ward 2 Councillor, I will be:
- A full-time Councillor who will return your calls
- Committed to making our parks clean
- A champion for a safe and fun downtown
- An advocate for a better quality of life
for you and your family
- Accountable to you for every tax dollar
I would like to take this opportunity to introduce myself as your candidate for Councillor in the upcoming Barrie Municipal election on October 22.
My engineering and business education have provided the foundation for my 28-year career with the City of Barrie, most recently serving as General Manager of Infrastructure and Growth Management. My academic credentials include a Master of Business Administration, Master of Science in Water Resources Engineering, and a Bachelor of Science in Engineering.
I care about the quality of life in our community.
I am knocking on doors now and I look forward to meeting you in the coming weeks. I am excited to share my election platform with you and I would like to hear your concerns and issues.
The heart of a community is its downtown. Our identity and history today were forged on the shores of Kempenfelt Bay, as people settled in the downtown. My twenty-eight years of municipal experience in Barrie have provided me with the opportunity to help build a better Barrie through leadership roles on numerous projects and programs to enhance the downtown, to beautify the waterfront and public spaces, to address homelessness, to protect the environment and our drinking water, to enhance active transportation, and to manage tax dollars.
I am dedicated to public service and strongly believe in giving back to my Community. I have had the privilege to use my education, experience, and skills over the years to help those less fortunate both at the local level and globally. I will continue to champion and promote a culture of helping others improve their quality of life.

“A healthy and vibrant community exists when all its citizens have access to the basics in life such as shelter, food and education and use those resources to lead productive lives. Richard Forward’s commitment to affordable housing and addressing the urgent and critical needs of the homeless is well known and respected and I know from experience when he says he will commit to doing something, it will get done.”
“GlobalMedic.ca, an international disaster relief organization, has responded 191 times to over 67 countries. Richard Forward is a volunteer with our organization and has deployed on multiple missions to bring safe drinking water and humanitarian aid to the world including missions to the Democratic Republic of the Congo, Pakistan, Iraq, Philippines, Ukraine, and Haiti. Richards leadership skills and water knowledge is invaluable to our organization in providing aid around the world.”
“In my experience, Richard has always been one of the 'forward' thinkers on City staff. A thorough researcher, and one who has always had the 'best for Barrie' as his priority – whether it be for engineering infrastructure, or arts and culture.”
“Working with communities around the world, I preach the power of tireless champions who are always working to make their communities a better place to live, invest in, and visit - even when it’s not the easy choice and while taking hits along the way. Richard is one of those champions that I wish all cities had - and that many cities say they wish they had!”
